Theo was sent as a representative of the Parliament of Dreams to attend the opening of the N.O.V.E.L. annex of the Grand Bes Din, where he ended up in a tour group led by Patches. He had many questions and touched everything he shouldn't have, but the foreman of the project herself was kind enough to guide him off toward the food trays!
